No such thing in war. War is between nations, not just uniforms. Civilians make up the support network for an army, food, clothes, or whatever. The current state is a great disservice to their entire populace and whlie this regime is in power, they won't be allowed to accumulate more of it (power). Hopefully it comes from within. We are bound by treaty to protect South Korea and Japan. If NK starts firing off missiles to either of those nations, let the bombing commence. As long as the little twerp is just saber rattling, we should do nothing beyond what we have done now, of bringing missile defenses into the region. Nothing offensive should be done unilaterally. If NK starts lobbing missiles, it won't be a unilateral anything. Link to comment
