Essentially what is boils down to is

 

1. Tiger took the drop.

 

2. The rules committee got a tip that it may have been illegal.

 

3. While Tiger was still on the course, they reviewed the drop and determined that it was a legal drop.

 

4. Tiger signs his scorecard, which is correct at the time.

 

5. Following Tiger's post-round statement and subsequent social media outrage, the committee revisits the drop decision.

 

6. They determine that the the drop was actually illegal and assess a 2-stroke penalty, the penalty he should have been incurred at the time.

 

7. Tiger then could have been disqualified for signing an incorrect scorecard, but this was waived because of a combination of #3 (see above) and rule 33-7.

Actually the most reasonable outcome of it all. People need to cut the crazy saying he should withdraw and all that.

Tiger -3, 4 back, with 6 guys in front of him. Not gonna get it done. Somehow he's still 6/1 odds though, lol Vegas.
