I'm only explaining what the announcers said during the game.  Possession is ruled differently for runners and receivers as we have seen many times. At some point the rules makers determined this would be the rule for a QB who catches his own batted pass. If he catches it he has to then be a runner and cannot pass forward a second time. If he chose to pass a second time outside the end zone it would be a penalty but in the end zone it is ruled a safety.

It was flat-out a terrible call. Martinez's feet never even touched the ground, let alone "made a football move" as all pass catchers are required to do in college football to establish a catch and possession. Fortunately it happened in a game where it didn't matter, but B1G refs are just bad.

I agree totally it was a terrible call.  They said he was in the end zone however the ball was never in the end zone. It can't be a safety unless the ball is in the end zone.
