That's a huge rule change. The kickoff returns we saw in last week's games were almost always errors in judgment.

Sounds like they are looking at two things.

 

First, will teams use a squib kick to avoid the fair catch?

 

Second, if they do a regular kick, will the kickoff coverage team really be dialed in or will they be expecting a fair catch?  If they are expecting it to be fair caught you might be able to catch them off-guard with a return.
