Charter schools are subject to the same federal laws that apply to any other school, and that includes policies that may have an unintended (or thinly veiled) impact on one group over another. So they can ban hair extensions unless someone can prove that such a ban would affect one demographic more than others, and that the impact is discriminatory, intentional or not.
Seems like that would be exceedingly difficult to prove in this case.
