Track rules are to round to the nearest tenth then add 0.24 to any handheld time for sprints up to 200 meters. That would convert his 4.56 to 4.84 electronic. Quote Link to comment

In track they do that bc you are reacting to a gun and it accounts for human reaction time. In track the gun starts the timer and sensor stops the time. No room for error.
