Seems like you could put two divisions of teams in one city, and you only play those teams. Play the a 14 game schedule playing each of those teams twice. Put them in two centralized locations; AFC in one and NFC in another. AFC gets Fridays and Sundays, NFC gets Saturdays and Mondays, through the playoffs. Move the bubble to Tampa for the Super Bowl.
