What they need to be working on is making college cheaper. Besides the obvious of "live at home" and/or "Go to CC first" Like, professors are not going to take pay cuts and if you start paying new profs less...they just won't get a PhD and now you don't have as many professors. I don't know what you do to get the cost down at a national level. Individually there are things people can do for themselves. But that is not really the answer, I don't think. Basically, state governments have stopped funding these schools due to budgetary issues. Bring that back. Admittedly, college is more expensive now compared to then (even if you account for inflation) due to all the technology they have to buy and pay for now compared to then.
