Months ago, he asked the oil companies to increase drilling.  the rig count in the US has steadily increased under his administration, but the oil companies have not drastically increased the number since he "asked".  LINK  In fact, since May 20th, they have slightly decreased.

It really is not about authority to me.  Great leaders get people to do things.  That is what makes them great leaders.  

 

You see it in sports, business, politics...hell you see it in families.  

 

Having the power to do something and doing it, that is easy, anyone can do that.

The three big reasons the oil industry is giving for not drilling more is:

 

Labor shortages

Supply chain issues

Investors not wanting to drill more and end up with too much and crash the oil market.  This is the biggest reason given. 

 

He doesn't have control over any of these.  If investors don't want more drilling, Oil companies don't have much choice.  And, Biden has even less control than the executives do.
