If we wanted to make corruption a requirement for paying the bills, this is how you do it.

The House members proposing those $1 bills are obviously doing it for show, which it sounds like we all agree is quite stupid and a waste of time.  All it does it set a precedent for someone on the other side to do the same when a different party is in charge.  It’s performative theater at its worst.  
 

What they should propose is each House and Senate member gets paid only $1 during the time the US is in government shutdown or yearly budget has been passed with short term continuing resolutions.   Maybe they would actually then do their job and pass appropriation budgets on time with regular order.
