He's asking if it's possible to ban plan B now that it's all been passed back to the states.  Plan B is considered a contraceptive.

The questioner asks if he “can” do it.  He then says it a legislator thing and the the questioner asks if he “could” do it and he says he thinks but would need to basically look into the issue.   He never says he’s “open” to it or “considering” it.   He’s answering a process question.
