Chicago is it's own beast and has a long history of segregation unlike other large cities such as NYC, Los Angeles etc as well as a history of displaced housing.   When they tore down many of the projects that are no longer standing leaving thousands and thousands of people homeless that led to the birth of a lot of ongoing poverty as well as the strong ongoing gang presence in some of Chicago's rougher neighborhoods among other things.  Past city leadership and their subsequent housing decisions that started a long time ago have played a major part in where the lower income Chicago neighborhoods are still at today.  

 

I've never had a problem here but like someone else alluded to you have to know how to move.  If you're a tourist as long as you don't decide to take a trip to go see King Von's mural just as an example you'll be fine.
