You can check the cover page of the report: https://www.justice.gov/storage/report.pdf But Mueller wasn't prosecuting the case regardless of his title. He was leading the investigation. Like, for example, "fraud." Which has a legal definition, for which they have no support, so they either withdraw or offer hearsay "evidence." Which, of course, is not actual factual evidence. Like, I "heard" Moiraine is going to be the next Head Coach of Nebraska Football. Is that true? Dunno. But it's what I heard.
