The defensive backs can't react as quickly in snowy conditions - the offense's "know where I'm going" advantage is magnified. That's why Belichick/Brady always pass the ball like crazy in snow. Now we certainly don't have a Brady back there at QB, but I think if Ameer isn't 100%, we need to try to get Tommy to throw the ball downfield a time or two early. You got it spot on.
