Funny, the forecasts I watch knew it was going to snow a good 12 hours prior to it starting. And several days out the forecasts were saying a decent chance of snow. So I suppose what a city manager is to do is watch proper forecasts. I mean, it's not like it's their job or anything, right? Derp.
