Only the top schools can upgrade OL through the portal, as you said there are only like 5 sure fire starters each cycle. A head coach at this size of operation is a politician at times. Every time you hear him speak, though, he just knows how to speak to that audience. In several speeches he'll say something to the effect of "I used to do it this way, but...." and then he'll explain himself. That article describes a few scenarios that sentence could be applied to.
