It freezes here (South LA) maybe once every 2 or 3 years. Therefore we have no equipment to deal with this. Thus, it is much safer to keep people not used to driving in these conditions off of the road.

As far as not being tough in the last 10 years we have survived Hurricane's Katrina, Rita and Gustav. Live through any of those hurricanes and then talk to us about toughness.
