They don't stop the clock for injuries or celebrations after goals or arguing with the ref so they add time at the end to make up for the lost time during the game. 5 is longer than average, usually 3-4 mins. FIFA may be crooked, but I have a hard time seeing how they can fix a game when penalties are pretty uncommon.
